March 2, 2011 Tour Agenda
Board Tour 1:15 – 5:00 PM
Members of the Board and staff will participate in a field trip to explore issues and activities relevant to the Conservancy’s mission in the Central Subregion. Members of the public are invited to participate in the field tour but are responsible for their own transportation and lunch. The tour will start at public parking lot on Sacramento Street, Placerville, CA (located next to the US Post Office). MAP

Reception 5:30 – 7:00 PM
Following the Board tour, Boardmembers and staff will attend a reception open to the public. The reception will take place at the El Dorado Arts Council located at 459 Main street, Placerville, CA.

Action: Boardmember Kirkwood moved and Boardmember Owens seconded a motion to approve the December 2, 2010 meeting minutes.  Boardmembers Dahle, Finn, Arcularius, Pland and Wheeler abstained from voting.  The motion passed unanimously.

IX. Consideration of the SNC 2011 Action Plan (ACTION) Presentation
The Board will review and may approve a 2011 Action Plan for the organization.

Action: Boardmember Kirkwood moved and Boardmember Dahle seconded a motion to approve the proposed Sierra Nevada Conservancy 2011 Action Plan.  Staff will report regularly on progress in implementing the Action Plan.  The motion passed unanimously.

X. 2010-11 Grant Awards (ACTION)
The Board will consider, and may authorize 2010-11 Proposition 84 Grants listed in Attachment A.

Action: Boardmember Owens moved and Boardmember Kirkwood seconded a motion to adopt necessary CEQA findings for project SNC 419, the Lower Ash Creek Wildlife Area Restoration Project; adopt necessary CEQA findings for project SNC 322, the Hazel Creek and Hazel Creek Campground Restoration Project; authorize the grants listed in Agenda Item X, Exhibit A, with the exception of project 361, Rodden Ranch Conservation Easement which is conditionally approved pending final support of the appraisal from Department of General Services; and authorize the Executive Officer to file the appropriate CEQA documentation including NODs and NOES with the State Clearinghouse and enter into necessary agreements for all approved grant projects.  Boardmember Brissenden recused himself from voting on project #407 Humbug Creek Watershed Assessment and Management Plan.  The motion passed unanimously.

The Board will consider, and may adopt necessary CEQA findings and file Notices of Determination for projects SNC 419, the Lower Ash Creek Wildlife Area Restoration Project and SNC 322, the Hazel Creek and Hazel Creek Campground Restoration Project and authorize the grants listed in Attachment A.

XI. 2011-12 and 2012-13 Grants Program (ACTION) Presentation
The Board will consider and may provide direction to staff on recommendations for the 2011-12 and 2012-13 Proposition 84 Grants Program.

Action: Boardmember Kirkwood moved and Boardmember Wheeler seconded a motion to direct staff to solicit public input on pursuing a two-year grant program based on the policy direction outlined in Alternative 2 of the staff report, consistent with the comments of the Board, and to bring back a formal proposal in June 2011. Boardmember Kirkwood amended the motion and Boardmember Dahle seconded to include both working landscapes and healthy forest as areas of focus for the grant program, but not identify a priority for year one or two.  The motion passed unanimously.
